THEREFORE BE IT RESOLVED THAT Municipalities Newfoundland and Labrador intervene on behalf of all communities to seek improvements in cell service by lobbying to the Provincial and Federal Governments, as well as to service providers to improve access to cell service for every community in each region of the province.
Equitable Distribution of Recreational Infrastructure Investment Across Newfoundland and Labrador
THEREFORE, BE IT RESOLVED that Municipalities Newfoundland and Labrador (MNL) advocate for a balanced and equitable distribution of provincial event and recreational infrastructure investments across Newfoundland and Labrador; AND BE IT FURTHER RESOLVED that MNL encourage the provincial government to prioritize municipally led recreational and cultural infrastructure projects that address the unique needs of each region through more equitable, robust, and accessible funding programs.
Resolution for Increased Funding for Volunteer Firefighter Training
THEREFORE BE IT RESOLVED THAT that Municipalities Newfoundland and Labrador call upon the provincial and federal governments to increase and earmark funding specifically for volunteer firefighting training, and ensure that municipalities are adequately supported in developing the skills and readiness of their fire departments. This would ensure that, in times of large-scale emergencies, such as forest fires, the province has a larger pool of well-trained resources to draw upon.
Resolution for the Reform of Job Creation Partnership and Community Enhancement Employment Program
THEREFORE BE IT RESOLVED THAT that Municipalities Newfoundland and Labrador request that the provincial and federal governments review and revise the timing and structure of the JCP and the CEEP to better align with municipal needs, seasonal work schedules, and provide participants with insurable hours. This change would ensure that both programs serve as true assets to municipalities and their residents, rather than burden local resources.
Review of Assessment Act 2006
THEREFORE BE IT RESOLVED THAT MNL lobby the Provincial Government to address these outstanding issues by initiating a new review process of the Municipal Assessment Act, 2006 in consultation of MNL, PMA and provincial municipalities.
Wastewater Monitoring in Small Communities
THEREFORE BE IT RESOLVED THAT Municipalities Newfoundland and Labrador lobby the Government of Canada and the Government of Newfoundland and Labrador to provide the necessary training to the local employees to read, report, and complete maintenance/repairs to the flow meters.
Municipal support for Universal Basic Income
Therefore, be it Resolved that the City of St. John’s write a letter to the Prime Minister of Canada, Newfoundland & Labrador Members of Parliament, Newfoundland & Labrador Senators and the Premier of Newfoundland & Labrador, confirming Council’s support for the concept of Guaranteed Livable Basic Income. Furthermore, we call upon the Province to establish the all-party committee, as approved in November, 2021 to thoroughly review the concept of Guaranteed Livable Basic Income.
Municipal Accounting
Therefore, be it resolved that MNL endorse, petition, and correspond with the Government of Newfoundland and Labrador to allow municipalities to choose between an annual audit or review engagement by licenced CPA.
Resolution Requesting Increased Funding for Training Purposes
THEREFORE, BE IT RESOLVED that the Municipalities Newfoundland and Labrador (MNL) shall actively lobby for additional funding dedicated to training purposes.
FURTHER RESOLVED that MNL shall engage with relevant governmental bodies, funding sources, and stakeholders to advocate for increased financial support to address the rising costs of training, including travel, accommodation, and meal expenses.
FURTHER RESOLVED that MNL shall work in collaboration with municipalities across the region to collect and present data demonstrating the increased demand for training and the associated financial burden.
FURTHER RESOLVED that MNL shall stress the importance of well-trained councillors and staff in delivering effective governance and maintaining compliance with legislative requirements.
FURTHER RESOLVED that MNL shall continue to support and encourage municipalities to facilitate training opportunities for volunteer councillors, ensuring their continued growth and commitment to public service.
Resolution Requesting an Increase in Maximum Municipal Capital Works Funding
THEREFORE, BE IT RESOLVED that Municipalities Newfoundland and Labrador advocates for municipalities across the Province to lobby for an increase in the maximum amount of funding allowed for Municipal Capital Works Projects. FURTHER RESOLVED that MNL shall actively engage with relevant government authorities and funding bodies to highlight the challenges municipalities face in executing critical projects with limited funding.
FURTHER RESOLVED that MNL shall present evidence, including examples like our own experience, to demonstrate the urgent need for an increase in the maximum funding limit.
FURTHER RESOLVED that MNL shall emphasize that these increases are essential to enable municipalities to fulfill their obligations and responsibilities to their communities, as mandated by legislation.
FURTHER RESOLVED that MNL shall collaborate with municipalities across the province to collectively advocate for this necessary change to ensure that all communities can address their pressing infrastructure and development needs.
Regionalization
Therefore, be it resolved: That the Provincial Government develop a framework for Regionalization in the Province of Newfoundland and Labrador, where it makes sense. That the Joint Working Group on Regionalization Report and Recommendations issued to the Government in February 2020 be considered in whole or part in the development of a Regionalization Framework. That an incentivization program be developed as per the Minister of Municipal and Provincial Affairs Mandate by the Premier to support those willing to begin Regional Collaboration.
Fee for Service Model for Volunteer Fire Department Response to Medical Calls
Therefore, be it resolved: Where a Volunteer Fire Department is requested to provide an initial response for an Ambulance Call or where the Fire Department is requested to provide additional support in the execution of a Medical Call that a fee for service be provided to the responding Volunteer Fire Dept for services rendered.
Increased Stipend for Responding to Highway Motor Vehicle Accidents
Therefore, be it resolved that Municipalities Newfoundland and Labrador will lobby the Department of Justice and Public Safety to consider the financial realities faced by municipalities, and subsequently, to increase the stipend provided to municipalities for their services in responding to highway motor vehicle accidents.
Adequate Compensation for Volunteer Fire Departments
Therefore, be it resolved that MNL lobby the appropriate Government agencies to provide adequate compensation to volunteer Fire Departments when they are responding to non-traditional firefighting roles.
Municipal Accommodations Tax
Therefore, be it resolved that Municipalities Newfoundland and Labrador advocate to the Government NL for the establishment of a comprehensive accommodations tax framework by granting the necessary authority under the Municipalities Act, 1999.
Tax for Vacant or Underutilized Properties
Therefore, be it resolved that Municipalities Newfoundland and Labrador lobby the provincial government to introduce legislative amendments that empower municipalities to impose a vacant or underutilized property tax specifically applicable to commercial properties.
Amend the Utilities and Cable Television Companies Act to allow municipalities to gain tax revenue from the provision of Internet/Data
Therefore be it resolved that Municipalities Newfoundland and Labrador lobby the Department of Finance to amend Section 2(h) of the Utilities and Cable Television Companies Act to include Internet/ Data under the definition of the words Utility so that municipalities of this province are able to tax this utility and gain much needed tax revenue.
First Lien
Therefore be it resolved that Municipalities Newfoundland and Labrador shall lobby the Provincial Government to enact legislation such that when towns are forced to remove dilapidated buildings, debris, waste etc. from property they would recover the expenses related to such removal by having the right of first lien on the sale of that property.
Provincial administration of Federal infrastructure funding
Therefore be it resolved that MNL undertake a detailed, comprehensive review of current and historical federal-provincial capital works funding, administration, and allocation practices with the intent to improve the system for municipalities.
Crown Lands
Therefore be it resolved that Municipalities Newfoundland and Labrador lobby Government of NL to ensure public land be granted to municipalities for the purpose of social, residential, commercial, and industrial development as determined by municipal plans.
Monitoring Burden under the Federal Wastewater Systems Effluent Regulations
Therefore Be It Resolved that Municipalities Newfoundland and Labrador approach the Federal Government and, on behalf of all municipalities in NL, lobby an amendment to the Wastewater Systems Effluent Regulations that would allow for the cessation of monitoring and reporting of wastewater systems that have already been categorized as 'medium risk' and 'high risk' following the first year of data collection, which will reduce monitoring costs and allow those funds to be utilized towards future treatment solutions.
Modernize Labour Relations Act to be More Consistent with Occupational Health and Safety (OHS)
Therefore Be It Resolved that Municipalities Newfoundland and Labrador seek from the Department of Environment and Climate Change a review and revision of the provisions of the Labour Relations Act to ensure that:
i) any behaviour by an individual or group, be it union, non-union or employer, which constitutes harassment, bullying, confinement, or intimidation is prohibited during strikes and lockouts; and
ii) recourse be legislatively instituted for such behaviours, which have no place in today’s society.
Councillor Protections Against Harassment and Abuse
Therefore be it resolved that MNL explore possible actions and avenues to protect councillors from public harassment and abuse.
Paramedics and Rural Ambulance Services
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Government of Newfoundland and Labrador to mandate that all rural ambulance stations have at least one paramedic on duty at all times.
Childcare supports for Councillors
Therefore Be It Resolved that Municipalities Newfoundland and Labrador work with the provincial government to find sector-wide solutions for childcare for elected officials while they engage in official council business.
Code of Conduct
Therefore be it resolved that Municipalities Newfoundland and Labrador continue to work with the Government of Newfoundland and Labrador to bring into effect a standard Municipal Code of Ethical Conduct.
RCMP Funding
Therefore Be It Resolved that Municipalities Newfoundland and Labrador work with the Government of Newfoundland and Labrador, the RCMP and municipalities to map solutions for safe communities with access to services.
Regional Air Transportation Connectivity
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial Members of the House of Assembly, the Members of Parliament, and the Newfoundland and Labrador Senators to recognize air connectivity as a critical and essential service to be maintained in all regions of the Province of Newfoundland and Labrador.

Therefore Be It Resolved that Municipalities Newfoundland and Labrador work with the federal and provincial government and other organizational partners to identify the nature and the impact of these stipulations on candidates/potential candidates and find solutions to these regulatory impediments.
Illegal All-Terrain Vehicle Use
Therefore Be It Resolved that Municipalities Newfoundland and Labrador seek a review of the enforcement provisions of the Motorized Snow Vehicles and All-Terrain Vehicles Act and Regulations to ensure dangerous, illegal usage of all-terrain vehicles is more effectively controlled.
Municipal Business Tax Exemption for Home-Based Artists in the province
Therefore Be It Resolved that Municipalities Newfoundland and Labrador work with its members, organizations representing artists and artists themselves to identify municipal-level barriers for artists and explore opportunities for further support to the Arts community.
Therefore be it further resolved that this work will lead to a series of policy recommendations, which members can adopt and implement if they so choose.
Reduction of administrative burden costs for capital works project funding
Therefore Be It Resolved that Municipalities Newfoundland and Labrador work with the provincial and federal government to address additional and unnecessary administrative cost burdens associated with capital project funding and find solutions that will save municipalities money.
Caretaker Convention Guidelines
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial Members of the House of Assembly to develop clear and detailed Caretaker Convention Guidelines establishing what activities are restricted during future Provincial Elections; and
Be It Further Resolved that Municipalities Newfoundland and Labrador make representation to ensure routine and prior approved municipal projects and programs are exempt from the Caretaker Convention Guidelines.
Municipal Cost Recovery – First Lien
Therefore Be It Resolved that Municipalities Newfoundland and Labrador urge the Provincial Government to make required changes to the Municipalities Act, 1999, so the cost of work is first lien where a council of a municipality lawfully causes work to be done pursuant to the Municipalities Act, the cost of the work, with interest, at a rate determined by the council, by policy, from the date of the completion of the work until the date of payment, is first lien on the property upon which, or for the benefit of which, the work was done.
Regionalization
Therefore Be It Resolved that Municipalities Newfoundland and Labrador start the process of investigating, scheduling consultations, and all relative actions that would be required to bring the entirety of Newfoundland and Labrador together to start the process to create a fair and equitable blueprint to deliver to its membership for consideration.
Elimination of Income Tax on Council Remuneration
Therefore Be It Resolved that Municipalities Newfoundland and Labrador actively lobby the Federal and Provincial Governments to repeal past legislation and the taxation on Council remuneration be halted.
Breastfeeding-Friendly Communities
Therefore Be It Resolved that Municipalities Newfoundland and Labrador work with the Baby-Friendly Council of Newfoundland and Labrador and other health-sector partners to promote the adoption of breastfeeding-friendly community practices, including the supporting of breastfeeding at all municipally-owned facilities, accommodating employees and others who are breastfeeding, and otherwise adopting measures recommended by the Council’s new breastfeeding toolkit for municipalities.
Banning Use of Studded Tires
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Provincial Department of Service Newfoundland and Labrador to ban the use of studded tires within the province.
Improving service from the Crown Lands Division
Therefore Be It Resolved that Municipalities Newfoundland & Labrador lobby the provincial government to establish a standing committee made up of various stake holders (e.g., Crown Land Division, Service NL, Transportation & Works, Municipalities Newfoundland & Labrador, etc.) to identify and solve service challenges.
Streamlining municipal funding programs to provide long-term, predictable funding
Therefore Be It Resolved that Municipalities Newfoundland & Labrador lobby the provincial and federal governments to move towards an allocation-based system like the Gas Tax Fund and to streamline the process to be more in line with the capacity of all sizes of municipalities; and,
Be It Further Resolved that Municipalities Newfoundland and Labrador work with the provincial government to review the Community Sustainability Partnership accountability measures to ensure reasonable, equitable application of these measures.

Reduction of the Cost Recovery on Operations – Marine Atlantic
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial Members of the House of Assembly, the Members of Parliament and the Newfoundland and Labrador Senators to intervene in asking the Government of Canada to lower the current percentage of 65% cost recovery on operations as a first step in keeping fares and freight cost at an affordable level for all users of the constitutionally guaranteed service.

Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the appropriate government departments/private cell phone companies to have cell phone towers erected to provide cell phone service along the Trans Labrador Highway.
Mental Health Supports
Therefore Be It Resolved that the Municipalities Newfoundland and Labrador support an initiative of a task force with health authorities and other elected officials to help coordinate the development and expansion of mental health supports for our communities with a special emphasis on addressing the mental health issues faced by our youth and the increasing number of youth suicides.
Be It Further Resolved that Municipalities Newfoundland and Labrador continue to support mental health programs and services in an effort to improve overall community health.
Limits of Service Agreements
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial government to honour the commitment made to municipalities to eliminate Limit of Service Agreements. This request is imperative if communities in this province are to experience growth and meet the needs of residents.
Disposal of Crown Lands
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial government to revisit the divestiture of crown lands and allow municipalities to acquire ownership of crown lands within their boundaries at no cost.

Municipal Safety Manuals for Municipalities
Therefore Be It Resolved that MNL, through their partnership with the MSCNL, develop a common comprehensive Municipal Safety Manual for all Municipalities in Newfoundland and Labrador, considerate of the range of town sizes and operational abilities, and provide continuous ongoing maintenance of the manual as safe work practices and regulations evolve.
Protection of Water Shed Areas
Therefore Be It Resolved that Municipalities Newfoundland and Labrador call upon the Government of Newfoundland and Labrador to enact the appropriate legislation to ensure municipalities have the power to effectively protect watersheds and water supply areas through development controls without being exposed to financial peril/risk.
Illegal All-Terrain Vehicle Use
Therefore Be It Resolved that Municipalities Newfoundland and Labrador request the Department of Justice and Service NL to revisit and review the current legislation relating to the fines and penalties levied on users who are in violation of the regulations, so as to ensure that appropriate deterrents will discourage abuse and illegal use within municipal jurisdictions.
Be It Further Resolved that violators who are also found guilty of dangerous and imprudent driving to the point of disregarding public safety should have the vehicle seized and impounded until such time as the owner completes a safe driving course.

Therefore be it resolved that MNL lobby MHAs, MPs, Senators, and Tourism Advocacy groups to intervene standing strong opposing this challenge to eliminate the subsidy for the constitutionally guaranteed Gulf Ferry service.
Provincial Ban on Single-Use Plastic Bags
Therefore be it resolved that Municipalities Newfoundland and Labrador request the Province of Newfoundland and Labrador to prohibit all retail stores from providing customers with single-use plastic carry-out (shopping) bags.
Changes to Residency Requirement in the Municipal Elections Act
Therefore be it resolved that the Department of Municipal Affairs and Environment conduct a complete review of the Municipal Elections Act and particularly addressing and clarifying the definition of a resident, and have the legislation ready for use for the next municipal election in 2021.
Capital Funding for Road Work
Therefore be it resolved that Municipalities Newfoundland and Labrador lobby the provincial government to work with the sector on a roads funding solution that lessens the burden on rural communities.

Pension Protection under CCAA and Corporate Bankruptcy
Therefore Be It Resolved that Municipalities Newfoundland and Labrador work with the province and the Federation of Canadian Municipalities to lobby the Federal Government to enact reforms to the Pension, CCAA, Bankruptcy and any other enabling legislation; whereby pension plan members receive the greatest level of creditor protection up to and including continuation of pension payments by a parent multi_national corporation where such an entity exists.

Therefore Be it Resolved that Municipalities Newfoundland & Labrador encourage and support its membership to pursue the formation of regional community sponsorship committees with the goal of welcoming a single refugee family in their respective communities in collaboration potentially with local resettlement agencies and disaster relief organizations.

Therefore Be It Resolved that MNL request the Provincial Government to adopt and implement uniform policies respecting the 3 established regional waste management authorities such that Province wide all municipalities irrespective of whatever authority governs them must adopt and apply uniform policies in key areas: That all waste management authorities be A) Required to uniformly bear initially the cost of the transportation of waste to regional authorities and recover such costs from all communities in the tip fee B)That the Provincial Government provide a subsidy to assist all 3 waste management authorities with the cost of transporting waste to regional facilities such that the communities with the greater travel time and travel distance to regional sites are not penalized and such the system is equitable C) That the Provincial Government require all regional authorities to be responsible to operate and fund all transfer and holding facilities and spread the cost out to all communities in the region through the tip fee.

Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial government to comply with section 194 of the Municipalities Act which require all persons within a municipality to obtain a written permit from Council and that the provincial government would pay for these permits as all other persons within the Municipality.

Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial government to develop provincial guidelines for the use of automated speed enforcement (AES) systems, commonly referred to as photo radar, establishing clear direction related to radar site selection, operational restrictions, data collection, and enhanced traffic safety, in an effort to address speeding in municipalities.

Therefore be it resolved that Municipalities Newfoundland and Labrador shall lobby the Provincial Government to enact legislation such that when towns are forced to remove dilapidated buildings, debris, waste etc. from property they would recover the expenses related to such removal by having the right of first lien on the sale of that property.
Amend the Utilities and Cable Television Companies Act to allow municipalities to gain tax revenue from the provision of Internet/Data
Therefore be it resolved that Municipalities Newfoundland and Labrador lobby the Department of Finance to amend Section 2(h) of the Utilities and Cable Television Companies Act to include Internet/ Data under the definition of the words Utility so that municipalities of this province are able to tax this utility and gain much needed tax revenue.
Tax for Vacant or Underutilized Properties
Therefore, be it resolved that Municipalities Newfoundland and Labrador lobby the provincial government to introduce legislative amendments that empower municipalities to impose a vacant or underutilized property tax specifically applicable to commercial properties.

Therefore, be it resolved: Where a Volunteer Fire Department is requested to provide an initial response for an Ambulance Call or where the Fire Department is requested to provide additional support in the execution of a Medical Call that a fee for service be provided to the responding Volunteer Fire Dept for services rendered.
Regionalization
Therefore, be it resolved: That the Provincial Government develop a framework for Regionalization in the Province of Newfoundland and Labrador, where it makes sense. That the Joint Working Group on Regionalization Report and Recommendations issued to the Government in February 2020 be considered in whole or part in the development of a Regionalization Framework. That an incentivization program be developed as per the Minister of Municipal and Provincial Affairs Mandate by the Premier to support those willing to begin Regional Collaboration.
Resolution Requesting an Increase in Maximum Municipal Capital Works Funding
THEREFORE, BE IT RESOLVED that Municipalities Newfoundland and Labrador advocates for municipalities across the Province to lobby for an increase in the maximum amount of funding allowed for Municipal Capital Works Projects. FURTHER RESOLVED that MNL shall actively engage with relevant government authorities and funding bodies to highlight the challenges municipalities face in executing critical projects with limited funding.
FURTHER RESOLVED that MNL shall present evidence, including examples like our own experience, to demonstrate the urgent need for an increase in the maximum funding limit.
FURTHER RESOLVED that MNL shall emphasize that these increases are essential to enable municipalities to fulfill their obligations and responsibilities to their communities, as mandated by legislation.
FURTHER RESOLVED that MNL shall collaborate with municipalities across the province to collectively advocate for this necessary change to ensure that all communities can address their pressing infrastructure and development needs.
Resolution Requesting Increased Funding for Training Purposes
THEREFORE, BE IT RESOLVED that the Municipalities Newfoundland and Labrador (MNL) shall actively lobby for additional funding dedicated to training purposes.
FURTHER RESOLVED that MNL shall engage with relevant governmental bodies, funding sources, and stakeholders to advocate for increased financial support to address the rising costs of training, including travel, accommodation, and meal expenses.
FURTHER RESOLVED that MNL shall work in collaboration with municipalities across the region to collect and present data demonstrating the increased demand for training and the associated financial burden.
FURTHER RESOLVED that MNL shall stress the importance of well-trained councillors and staff in delivering effective governance and maintaining compliance with legislative requirements.
FURTHER RESOLVED that MNL shall continue to support and encourage municipalities to facilitate training opportunities for volunteer councillors, ensuring their continued growth and commitment to public service.
Municipal Accounting
Therefore, be it resolved that MNL endorse, petition, and correspond with the Government of Newfoundland and Labrador to allow municipalities to choose between an annual audit or review engagement by licenced CPA.
Municipal support for Universal Basic Income
Therefore, be it Resolved that MNL write a letter to the Prime Minister of Canada, Newfoundland & Labrador Members of Parliament, Newfoundland & Labrador Senators and the Premier of Newfoundland & Labrador, confirming Council’s support for the concept of Guaranteed Livable Basic Income. Furthermore, we call upon the Province to establish the all-party committee, as approved in November, 2021 to thoroughly review the concept of Guaranteed Livable Basic Income.
Councillor Protections Against Harassment and Abuse
Therefore be it resolved that MNL explore possible actions and avenues to protect councillors from public harassment and abuse.
Modernize Labour Relations Act to be More Consistent with Occupational Health and Safety (OHS)
Therefore Be It Resolved that Municipalities Newfoundland and Labrador seek from the Department of Environment and Climate Change a review and revision of the provisions of the Labour Relations Act to ensure that:
i) any behaviour by an individual or group, be it union, non-union or employer, which constitutes harassment, bullying, confinement, or intimidation is prohibited during strikes and lockouts; and
ii) recourse be legislatively instituted for such behaviours, which have no place in today’s society.
Monitoring Burden under the Federal Wastewater Systems Effluent Regulations
Therefore Be It Resolved that Municipalities Newfoundland and Labrador approach the Federal Government and, on behalf of all municipalities in NL, lobby an amendment to the Wastewater Systems Effluent Regulations that would allow for the cessation of monitoring and reporting of wastewater systems that have already been categorized as 'medium risk' and 'high risk' following the first year of data collection, which will reduce monitoring costs and allow those funds to be utilized towards future treatment solutions.
Crown Lands
Therefore be it resolved that Municipalities Newfoundland and Labrador lobby Government of NL to ensure public land be granted to municipalities for the purpose of social, residential, commercial, and industrial development as determined by municipal plans.
Provincial administration of Federal infrastructure funding
Therefore be it resolved that MNL undertake a detailed, comprehensive review of current and historical federal-provincial capital works funding, administration, and allocation practices with the intent to improve the system for municipalities.
Code of Conduct
Therefore be it resolved that Municipalities Newfoundland and Labrador continue to work with the Government of Newfoundland and Labrador to bring into effect a standard Municipal Code of Ethical Conduct.
Implementing Photo Radar Ticketing
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial government to develop provincial guidelines for the use of automated speed enforcement (AES) systems, commonly referred to as photo radar, establishing clear direction related to radar site selection, operational restrictions, data collection, and enhanced traffic safety, in an effort to address speeding in municipalities.
Childcare supports for Councillors
Therefore Be It Resolved that Municipalities Newfoundland and Labrador work with the provincial government to find sector-wide solutions for childcare for elected officials while they engage in official council business.
Paramedics and Rural Ambulance Services
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Government of Newfoundland and Labrador to mandate that all rural ambulance stations have at least one paramedic on duty at all times.
Caretaker Convention Guidelines
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial Members of the House of Assembly to develop clear and detailed Caretaker Convention Guidelines establishing what activities are restricted during future Provincial Elections; and
Be It Further Resolved that Municipalities Newfoundland and Labrador make representation to ensure routine and prior approved municipal projects and programs are exempt from the Caretaker Convention Guidelines.

Municipal Business Tax Exemption for Home-Based Artists in the province
Therefore Be It Resolved that Municipalities Newfoundland and Labrador work with its members, organizations representing artists and artists themselves to identify municipal-level barriers for artists and explore opportunities for further support to the Arts community.
Therefore be it further resolved that this work will lead to a series of policy recommendations, which members can adopt and implement if they so choose.
Illegal All-Terrain Vehicle Use
Therefore Be It Resolved that Municipalities Newfoundland and Labrador seek a review of the enforcement provisions of the Motorized Snow Vehicles and All-Terrain Vehicles Act and Regulations to ensure dangerous, illegal usage of all-terrain vehicles is more effectively controlled.

Be It Further Resolved that Municipalities Newfoundland and Labrador work with the provincial government to review the Community Sustainability Partnership accountability measures to ensure reasonable, equitable application of these measures.

Providing Professional and Financial Support for Waste Management for the Labrador Straits
Therefore Be It Resolved that the Municipalities Newfoundland & Labrador lobby the Provincial Government to provide the necessary professional and financial support to extend the life-span of our current Waste Disposal site in an environmentally and safe manner until Government identifies a suitable site serving L’Anse au Clair to Red Bay.

Therefore Be it Resolved that the MNL Board lobby the Department of Municipal and Intergovernmental Affairs to amend Section 414 (2) the Municipalities Act whereby a council may make regulations limiting the number of cats a person may keep in a municipality.
Council Regulations (Storage of Vehicles, Equipment and Materials)
Therefore Be It Resolved that the MNL Board lobby the Department of Municipal and Intergovernmental Affairs to amend Section 414(2) of the Municipalities Act to provide a council with the authority to make regulations controlling or prohibiting A) the storage of recreational vehicles;B)the parking of licensed and unlicensed vehicles; and, C) the storage of commercial or construction equipment and materials, within the municipality.

Therefore Be It Resolved that the MNL Board lobby the Department of Municipal and Intergovernmental Affairs to amend the Municipalities Act and the Urban and Rural Planning Act whereby any person(s) who interferes or otherwise obstructs an employee(s) or agent designated by a council, in carrying out work that a council is empowered to undertake, commits an offence under the Act.
Grants in-lieu of Taxes
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial government and the Newfoundland and Labrador Liquor Corporation to reinstate the payments of grants-in-lieu of taxes to the municipalities in which it operates.
Removal of Cap for Disposing of Municipal Property
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Department of Municipal Affairs to amend section 201.1 of the Municipalities Act, 1999, so that:a) A municipality will be required to sell all real property at fair market value and that a municipality will not have to go to auction or public notice if fair market value can be achieved through a private sale; and b) A municipality may dispose of real property for less than fair market value only when it is sold to nonprofit organization that the council considers to be carrying on an activity that is beneficial to the municipality or when the land is of no value except to an adjacent land owner; and c) The cap that triggers public auction or tender for personal property be increased to $5000; and d) The disposal of personal property valued at less than $5000 will not be governed by s.201.1 e) a municipality may sell real property at less than fair market value, in special circumstances, with the prior approval of the Minister of Municipal Affairs.

Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Department of Environment and Conservation to commission the creation of updated maps of every municipality in the province that clearly defines the boundaries of Crown land within each municipality.
Alternative Revenue Raising Tools for Municipal Governments
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Government of Newfoundland and Labrador to explore the feasibility of replacing the regressive property tax regime with alternative revenue raising tools, such as a municipal income tax, that considers the taxpayerÕs ability to pay and the ease of collection on the part of the municipality.
Improper Bridges and Trails within Protected Water Supply Areas
Therefore Be It Resolved that Municipalities Newfoundland and Labrador urge the Department of Environment and Conservation and the Department of Tourism, Culture and Recreation to have these improper bridges and trails corrected by the Newfoundland Snowmobile Federation or by these provincial government departments.
Committee to Review the Municipalities Act (2001)
Therefore Be It Resolved that Municipalities Newfoundland and Labrador request that the Department of Municipal Affairs strike a committee from various affiliations to reform the Municipalities Act.
Payment of property taxes on behalf of those on income support
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Department of Advanced Education and Skills to establish a joint committee with municipalities to review the property tax payment process for those on income support to identify difficulties in the process and to recommend solutions.
First Lien on Property in addition to Taxes
Therefore Be It Resolved that Municipalities Newfoundland and Labrador urge the provincial government to make changes to the Municipalities Act, 1999, the City of Corner Brook Act, the City of Mount Pearl Act, and the City of St. JohnÕs Act so that the cost of work is first lien where a council of a municipality lawfully causes work to be done pursuant to the Municipalities Act, the cost of the work, with interest, at a rate determined by the council, by policy, from the date of the completion of the work until the date of payment, is first lien on the property upon which, or for the benefit of which, the work was done.
Increase of Fines for Littering
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Provincial Government to take action to increase the fines for littering in the Province of Newfoundland and Labrador.
Transparency and Guidance on the Designation of Limit of Service Agreement
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Department of Municipal Affairs to work with MNL and to amend the Municipalities Act, 1999 and/or the Urban and Rural Planning Act to provide for guidelines for the establishment, amendment, and appeal of Limit of Service Agreements; Be It Further Resolved that Municipalities Newfoundland and Labrador lobby the Department of Municipal Affairs to amend its website to provide more information and clarity on limit of service agreements, such as why, how, and when they were established and advise municipalities on methods to more effectively operate within the limit of service area.
Cost of Shots/Vaccinations for Volunteer Fire Fighters
Be It Resolved That Municipalities Newfoundland and Labrador urge the Provincial Government that the cost of necessary vaccinations for volunteer firefighters be covered under Newfoundland and Labrador Medicare.
Wastewater Resolution
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Government of Canada and the Government of Newfoundland and Labrador to provide extra funding as part of a long term national infrastructure plan to substantially assist municipalities in becoming compliant with the Wastewater Effluent Systems Regulations; and Be It Further Resolved that the federal government direct Environment Canada to work in partnership with municipalities to establish a thorough and objective estimation of the front line costs and trade-offs of meeting the regulations and to resolve outstanding technical and implementation issues raised by municipalities and the Canadian Water and Wastewater Association.
A New Provincial Government Plan to Improve and Guide the Municipal Sector in Newfoundland and Labrador
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial government to undertake a thorough review of municipal government and develop a plan that will guide provincial and municipal governments in the future development of the municipal system.
Support for using Integrated Community Sustainability Plans to Build Local Sustainability
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial government to provide additional supports _ human resources, financial, expertise _ at the sub-regional, regional, and provincial level to help municipalities implement or improve upon their integrated community sustainability plans.
Expedite the Ferry Replacement Strategy
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Government of Newfoundland and Labrador to expedite work on the ferry replacement strategy so that there are minimal disruptions to the quality of life of residents who rely on the ferry service.
Business Registration
Therefore Be It Resolved the MNL Board lobby the Department of Municipal Affairs to amend the Municipalities Act whereby all businesses carrying on business within the municipality shall be required to be registered with the municipality and a business at time of registration, shall be subject to the payment of a business registration or licensing fee as prescribed by the municipality.
Voting at Council
Therefore Be It Resolved the MNL Board lobby the Department of Municipal Affairs to amend the Municipalities Act whereby a council may adopt in its rules of procedure governing a municipal council meeting, a mechanism whereby attendance through the use of technology would be fully sanctioned including voting on a motion or resolution before council.
Municipal Permitting _ Provincial Government properties
Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the provincial government to comply with section 194 of the Municipalities Act which require all persons within a municipality to obtain a written permit from Council and that the provincial government would pay for these permits as all other persons within the Municipality.
Waste Management Authorities _ Uniform Government Policies
Therefore Be It Resolved that MNL request the Provincial Government to adopt and implement uniform policies respecting the 3 established regional waste management authorities such that Province wide all municipalities irrespective of whatever authority governs them must adopt and apply uniform policies in key areas: That all waste management authorities be A) Required to uniformly bear initially the cost of the transportation of waste to regional authorities and recover such costs from all communities in the tip fee B)That the Provincial Government provide a subsidy to assist all 3 waste management authorities with the cost of transporting waste to regional facilities such that the communities with the greater travel time and travel distance to regional sites are not penalized and such the system is equitable C) That the Provincial Government require all regional authorities to be responsible to operate and fund all transfer and holding facilities and spread the cost out to all communities in the region through the tip fee.

Therefore Be It Resolved that Municipalities Newfoundland and Labrador lobby the Provincial Department of Municipal Affairs (Fire & Emergency Services) to govern the use of family fireworks by requiring a permit outside of Canada Day and New YearÕs Eve Celebrations.
