Mandatory Orientation Training

The Municipal Conduct Act requires municipal elected officials and administrators to undergo mandatory training. We are pleased to offer the opportunity to receive this in-person training in a group setting September 16-17, 2023 in St. John’s. A virtual attendance option is also available.

The Municipal Conduct Act training session includes the following five modules:

  • Roles and Responsibilities
  • Meetings and Procedures
  • Budgets and Financial Management
  • Conflict of Interest
  • ATIPP
  • Asset Management

This training is eligible for funding from the Department of Municipal and Provincial Affairs (MAPA). You can download the funding application form here.

These sessions will be conducted by Sandy Hounsell, a retired Provincial Government employee now working as an independent consultant and trainer.

Participants are encouraged to ask questions throughout the training, and there will also be time set aside for questions at the end of each module.

About the instructor

Sandy Hounsell is currently the President and CEO of Hounsell Municipal Consulting, providing services to the municipal sector, including Code of Conduct training; mandatory Orientation Training; Code of Conduct, Conflict of Interest and Respectful Workplace investigations; HR services; mediation and other related services.

Prior to starting his own consulting firm, Mr. Hounsell was with the Department of Municipal and Provincial Affairs from 2014 to 2022, first as Director of Employment Support and then as the Director of Municipal Support. Over a 33-year career with government, Mr. Hounsell has held a number of senior positions, including Director with the Office of the Citizens’ Representative, Assistant Information and Privacy Commissioner and Director of Access to Information and Protection of Privacy.

He has also been recently appointed as an Adjudicator under authority of the Urban and Rural Planning Act. Mr. Hounsell is thoroughly familiar with municipal legislation and municipal operations, and has delivered numerous training sessions to councillors and municipal staff.

Mr. Hounsell has a Bachelor of Applied Science degree from what is now known as Toronto Metropolitan University, a Master of Business Administration degree from Memorial University and is a Fellow of the School of Graduate Studies at Memorial University. In addition, Mr. Hounsell was an instructor with the Law Society of Newfoundland and Labrador Bar Admission Course for 15 years, is a recipient of the 2001 Public Service Award of Excellence and served four terms as Chairperson of the Holy Family Elementary School Council.
