Mayor Farwell has been a resident of Gander since 1967 and holds a Bachelor of Commerce from Memorial University of Newfoundland, along with a Certified Small Business Counsellor designation. After beginning his career in the private sector, he spent 27 years in public service with the Government of Newfoundland and Labrador, holding progressively senior roles in regional and economic development, including 17 years as Regional Director before retiring in 2017.

First elected to Gander Town Council in 1993, he served 12 years in leadership roles—including six as Deputy Mayor—before stepping away and later returning to public office to be elected Gander’s 9th Mayor in 2017 and re-elected in 2021. He currently serves on several regional and provincial boards.

Outside of his professional and political roles, Mayor Farwell has been deeply involved in community life, including over 35 years with the Avion Players theatre group, participation in competitive sports, and volunteer work with local organizations. He has been married to his wife, Andrea, since 1992, and together they have raised two sons.
