Municipalities of all sizes have a role to play in providing affordable housing to residents. From setting policy and regulation to accessing funding to partnering with organizations in providing housing solutions, there are many ways a municipality can become involved.
Federal Housing Accelerator Fund
The Housing Accelerator Fund (HAF) is administered by the Canada Mortgage and Housing Corporation (CMHC). The application portal is now open and is accepting applications until August 18, 2023. This fund aims to encourage the construction of new housing units and is intended for municipalities of all sizes.
The application process involves creating an action plan, among other steps. There is a very short application window for this program. Interested municipalities are encouraged to start the process as soon as possible.
The Housing Accelerator Fund is divided into two streams: large/urban municipalities (population above 10,000) and small/rural municipalities. You’ll find application resources and other important information in the links.

Affordable Rental Housing Program
The provincial government’s Affordable Rental Housing Program, funded by the Newfoundland and Labrador Housing Corporation (NLHC), “provides one-time capital funding in the form of a forgivable loan to assist in the creation of affordable rental housing units throughout the province.”
This funding source is open to private corporations, non-profit organizations, housing cooperatives, and Indigenous organizations. The deadline for private sector applications is August 31.
