This workbook was developed to support consultations on municipal reform and regional government in Newfoundland and Labrador. It provides local leaders with information, discussion materials, regional maps, governance options, and structured exercises designed to gather feedback on regionalization, municipal restructuring, amalgamation, and other approaches to strengthening local government. The workbook was part of MNL’s broader effort to facilitate a municipally-led discussion on the future of local governance in the province.
