1. Call to Order 

President Amy Coady (Councillor, Grand Falls-Windsor) called the 74th Annual General Meeting (AGM) of Municipalities Newfoundland and Labrador (MNL) meeting to order.

2.  Adoption of 2024 AGM Agenda

3. Introduction of Parliamentarian

President Coady introduced Tammy Davis, Executive Director of Professional Municipal Administrators, who will serve as parliamentarian for MNL’s 2024 AGM.

4. Adoption of Standing Rules

President Amy Coady called for a motion to adopt the standing rules as presented in the 2024 Conference Booklet.

5. Elections Overview

President Coady noted that the meeting was officially called to order on Thursday and provided brief remarks.

7. Moment of Silence

President Coady called for a moment of silence to remember our colleagues that have been lost since the last annual general meeting.

8. Approval of the Minutes of the 73rd (2023) Annual General Meeting

9. Address by Federation of Canadian Municipalities

President Coady introduced Sheilagh O’Leary (Deputy Mayor, City of St. John’s), Board Member with Federation of Canadian Municipalities to deliver remarks to delegates.

10. President’s Report

President Amy Coady delivered her remarks to members. The report was available in the 2024 Conference Booklet. 

11. Chief Executive Officer’s Report 

CEO Rob Nolan delivered his report. The report was available in the 2024 Conference Booklet. 

12. Finance Report and Adoption of 2023 Audited Financial Statements 

Finance Committee Chair Dale Colbourne (Mayor, Town of St. Lunaire-Griquet) delivered the 2024 Finance Report. The 2024 Audit and Finance Report was available in the 2024 Conference Booklet.

Advocacy Committee Chair Danny Breen chaired the resolutions session. He referred members to the resolutions that were submitted for consideration by the membership, as well as reviewed the Standing Rules.
