Deanna Hutchings
Candidate for Vice President
Deanna Hutchings brings a legacy of service and leadership to her candidacy for Vice-President of MNL. Now in her second term as Mayor of Cow Head, Deanna takes a collaborative and transparent approach to governance. Her background includes administration in accounting, tourism, small business, the arts, and farming.
Deanna is active in municipal and regional development as Vice-Chair of the Gros Morne Regional Tourism Innovative Partnership (GMTRIP) and as a member of the Central Development Association, ArtsNL, and the MNL Youth Committee. She is Secretary of the Accessibility, Sports and Recreation, and Fundraising Committees, and Treasurer of both the Sports and Recreation Committee and the Clothing, Toy, and Food Drive.
Through her leadership, Cow Head advanced resolutions that helped secure increased funding for volunteer fire departments and supported other important municipal initiatives. Deanna is currently employed by the federal government in Heritage and Interpretation and spent over a decade with Theatre Newfoundland and Labrador’s Gros Morne Theatre Festival. Her contributions have been recognized with the MNL New Female Leadership Award and the Premier’s Award for Excellence.
Deanna is committed to sustainable municipal funding, clean drinking water, safe and healthy communities, and strong advocacy for rural Newfoundland and Labrador. She values community heritage and works to build a vibrant, resilient future for all.

Dear colleagues and friends,
My name is Deanna Hutchings, and I am honoured to offer myself as a candidate for Vice President of Municipalities, Newfoundland and Labrador. As Mayor of Cow Head—a resilient community on the Great Northern Peninsula—I have seen firsthand the power of people coming together to meet challenges and build opportunities. Now in my fifth year on council and with nearly two decades of community volunteering, I know that leadership is about listening, learning, and lifting each other.
My passion for municipal work comes from my roots. Raised by my grandparents, I learned that hard work, fairness, and compassion matter—and that no challenge is too great when we face it together. Their example, along with the legacy of my grandfather and great-grandfather, who both served as mayors of Cow Head, inspires me every day to lead with integrity, optimism, and heart.
It has been my mission to learn, listen, and lead with heart. I am deeply committed to collaboration and supporting those around me, whether through regional boards, local organizations, or community initiatives. As a long-time volunteer — especially with Arts NL — I have had the privilege of working alongside passionate people dedicated to strengthening our communities. I am proud to have been recognized with awards for community leadership and volunteerism, which affirm my dedication to service.
In working with MNL, I have served on Advocacy and Youth Committees, advanced successful resolutions — including securing more funding for volunteer fire departments — and contributed to discussions on regional economic development. I am proud of the work MNL has done to support municipalities across Newfoundland and Labrador, and I would be honoured to help build on this strong foundation as part of the executive team.
Our province is stronger when rural and urban voices work together. I bring the perspective of a rural leader who understands both the challenges and the incredible opportunities in our towns. I have worked alongside MNL staff and board members and know how dedicated they are to our shared goals.
As Vice President, I will be a strong, approachable, and fair advocate for all our municipalities, large and small. My priorities include securing sustainable funding, advocating for clean drinking water, promoting safe and healthy communities, and ensuring rural voices are always part of the conversation. I am committed to working collaboratively so that every community — no matter its size or location — feels supported, valued, and heard within MNL.
